A foundation built on compassion and justice

Happy Care Foundation is a registered non-governmental organisation based in Uganda, dedicated to championing the rights and wellbeing of those most vulnerable within the justice system.

We work primarily with juvenile offenders, youth at risk, women, and elderly individuals who find themselves in conflict with the law — often through circumstances shaped by poverty, trauma, and marginalisation rather than genuine criminal intent.

Our multidisciplinary team of legal advocates, social workers, counsellors, and community outreach officers collaborates to deliver holistic, person-centred support. We meet people where they are — in courts, in detention facilities, in their homes, and in their communities.

Our Mission

To provide comprehensive legal services, rehabilitation, resettlement, and mental health support to juvenile offenders, youth, women, and the elderly in conflict with the law in Uganda — ensuring they receive fair treatment, compassionate care, and the support needed to rebuild productive lives.

Our Vision

A just and inclusive Uganda where every juvenile offender, youth, woman, and elderly person has access to legal protection, holistic rehabilitation, and dignified reintegration — free from the barriers of poverty, geography, and marginalisation.

Justice

Every person deserves fair legal representation and due process, regardless of background or ability to pay.

Compassion

We approach every individual with empathy, understanding that circumstances and systems — not character — often lead people into conflict with the law.

Community

Lasting change is built from within communities. We invest in local relationships, trust, and partnerships to ensure our work takes root and grows.

Dignity

Every person we serve is treated with respect and dignity. We oppose stigma and work to restore self-worth alongside legal and social standing.

Accountability

We are transparent stewards of every donation and resource entrusted to us, maintaining rigorous financial governance and regular reporting.

From a small idea to a growing movement

Happy Care Foundation was founded out of a deep concern for the plight of young people and vulnerable adults caught up in Uganda's justice system without the legal knowledge, financial resources, or social support to navigate it safely.

What began as informal legal guidance and community visits has grown into a structured organisation delivering integrated legal, psychosocial, and livelihood services across three of Uganda's most underserved sub-regions: West Nile, Acholi, and Lango.

Each year, our reach expands — driven by the passion of our team, the generosity of our supporters, and the undeniable proof that early, compassionate intervention changes outcomes for individuals, families, and entire communities.

Founding

Happy Care Foundation Established

Founded by community advocates in Uganda to address the lack of legal support for juveniles and vulnerable adults in the justice system.

Early Growth

First Formal Legal Aid Clinics

Launched structured legal aid clinics in West Nile, providing free court representation and rights education to juvenile detainees.

Expansion

Psychosocial & Rehabilitation Services Added

Extended services to include trauma counselling, group therapy, and vocational skills training — recognising that legal support alone is not enough.

Regional Reach

Operations Expanded to Acholi & Lango

Grew to serve three sub-regions, significantly increasing the number of beneficiaries receiving legal, mental health, and resettlement support annually.

Present

Serving 400+ People & Expanding Reach

Today HCF supports over 400 individuals through mental health services alone each year, while actively fundraising for dedicated transport to reach the most remote communities.

Our regions of operation

We concentrate our efforts in three sub-regions of northern and north-western Uganda, where the need for accessible justice services is greatest.

West Nile

One of our primary regions. West Nile hosts a significant number of juvenile offenders and displaced populations with limited access to formal legal services.

Legal Aid Rehabilitation Outreach

Acholi

A post-conflict region with deep psychosocial needs. We deliver trauma-informed counselling alongside legal representation to individuals navigating long-term conflict trauma.

Mental Health Legal Aid Resettlement

Lango

Our newest area of expansion. Mobile mental health services are now reaching Lango communities, with plans to extend the full range of HCF services as our capacity grows.
